Who makes the maritime laws and are cargo ships allowed to carry arms

Individual nations make the rules for ships sailing under their flag. There is an international body but it does not have any real power.

Define arms...assault rifles, heavy machine guns, cannons? Most governments frown on people having effective weapons. Next thing you know they are shooting thieving politicians after they run out of common criminals.
