What does Ayn Rand say about individuals that make a profit on governmental actions?

I'm taking a government class that is currently studying the T. Boone Pickens, Pickens Plan. It calls for government to take emergency imminent domain and start building alternate energy sources. Now, I know Rand would not be pleased with any sort of governmental action. But Pickens would be making a profit from this move. What would Rand say about him?

Rand would obviously be against it. Pickens would make his money, not through his own ingenuity, but because he manipulated the government into forcing the free-market to adopt his product while destroying his competition.

That frankly, Picken's plan is even more environmentally destructive than oil drilling.

Oh and Ayn Rand used government insurance coverage to pay for her cancer. Ironic?
