Your best bet would be to do a self-paced programming course. IT is also very hands on and there's pretty much only two low-cost options that I can think of for getting hands-on experience at home. You could try learning how to fix computers or you could learn to create programs.
Although there are many college and industry certifications that you can pursue, this field tends to place a higher priority on hands-on experience. The degrees/certifications tend to be more beneficial after you already have a fair amount of experience using a given technology.
