What part of the law states that illegal drugs are illegal to protect people?

i am doing a research paper and i am having trouble finding this answer, i need to know what part of the law states that illegal drugs are illegal for the reason to protect people from them and there addictive or self destructive tenancies, or anything like that.
i know that there is a part of the law that says this i just don't know where

All drugs have a classificstion and controlled substances are classified in a schedule.
Any drug that requires an Rx or is classified as a dangerous or controlled substance is illegal (If the drug is an Rx controlled substance and you don't have an Rx) or otherwise a dangerous street drug.
In the "Controlled Substances Act" (CSA) is direct wording that explains that drugs are illegal and categorized based on their properties, as well as risk of harm and potential for abuse.
