Where should I study abroad?

I have never been out of the USA so I would really like to study abroad from school seeing how I have the opportunity, I just have a question. I am African American and I understand that racism happens every where but I'd like to go somewhere the least, "harassment," if you wanna call it that. I would be studying their laws and whatnot seeing how I am a criminal justice major and seeing how law differs from USA.

So my question is where should I study abroad? Thanks in advance (:

1. China - apparently you will be treated as a celebrity since you are diverse
2. France
3. Italy
4. Brazil
5. England - I dont really count this as abroad though

just choose a country and make sure you know the language
