Yes, that is exactly what it is.

By the way, Texas has a $100,000 cap on medical malpractice suits, and parts of Texas have the highest medical cost per person in the USA, followed by parts of Florida.

There goes the arguement on Medical Malpractice Caps lowering the cost of medical care. If insurance premiums come down, the Doctor pockets the difference instead of lowering prices to patients.

That is a pretty meager sum for a malpractice suit. If they were all so modest, we wouldn't have these problems.

Not a Santorum supporter, but I thought I would point that out.
