Why did the International Criminal Court decide on Roman Law as the basis for their proceedings?

I assume you mean Civil Law....as opposed to Common Law.

They use it because that's the most common legal system in the world...and it's an International Body.

Also, because the world's most powerful Common Law country (the US) opted out of the ICC.
