Why does calum worthy act a 16 year old?

Calum worthy (Dez) is 21 but the rest of the main cast on Austin & Ally are 16 acting 15, so it's not like they're trying to avoid all the labor laws for kids, I mean they still have to have tutors and limited working time, so whats the point?

I guess they just thought he was the best one for that part. It is not really that uncommon for an older actor to play a younger part. Jason Earles was in his late twenties (born in 1977) but was playing a teenager on Hannah Montana.
