Why won't my vanilla visa gift card work?

I know it can't work online anymore because of the new law; but when I tried to use it at mcdonalds and taco bell it said transaction denied after I swiped it. The purchases I've attempted were all under the card's value. I registered my zipcode before any of the purchases were attempted. What am I doing wrong? And if I'm not doing anything wrong, can I atleast return it?

It really sucks when they will not work locally. Contact the issuers and complain is all you can do and of course never waste money again on gift and prepaid cards they all suck
