Are veterinary pharmaceutical drugs subject to the same laws and regulations as human drugs?

Are veterinary pharmaceutical drugs scrutinized the same way human drugs are? Do they have to go through the FDA and other agencies and such?

I ask because I'm studying molecular bio and biochem, and I'm wondering if it would be feasible to start a small company sometime in the future that could make cheap, local pharmaceutical drugs for veterinary purposes, since it's so expensive to make and legalize human drugs.
