Can doctors refuse to treat lawyers that specialize in medical malpractice in the ER?

I live in a small town and we are blessed to have only one medical malpractice lawyer. He has run out of town our only ObGyn and surgeon. All the docs in town tell him they are not taking on new patients when he needs a physician, but can a doc on duty in the local hospital's ER also refuse to see him.

I would think that they would have to treat him for an emergency - but they could refuse to have him as a regular patient.
