Certain Authorized Dealers do offer them! I formerly sold Cell phones for a company called Wireless Retail. This was a few years back, but we gave our customers the flexability to choose a 1 year or 2 year contract with Verizon. There were more perks for signing on the 2-year. Typically the phone was discounted even further, or you would be eligable for more rebates. These are all sales tactics since the 24 months of steady payments is to their best interest. To directly answer your question, yes you still can sign up for a 1 year contract with Verizon. If you search for the string "one year contract" in this listing, you will see others posted that they have signed a 1 year agreement with Verizon.
