Can one start a class action lawsuit against the IRS for unlawful or unethical practices?

My issue is not what the IRS does but how the IRS does it. Corporate and private businesses as well as service providers are expected to follow a certain level of ethics, values or procedures. And, their practices are expected to be honest and above board, without lying, or intentionally providing false information or interpretation of laws or legal contracts. Why is the IRS NOT held to the same level of standard as any other U.S business?!!! I propose starting a class action lawsuit to impose a CODE OF ETHICS and standard business practices/procedures that the IRS MUST adhere to. The same as any doctor, lawyer, therapist, teacher, private or corporate business (for the most part). What are your thoughts?

Write your congress person.

There were enough complaints years ago that there was a major overhaul. If you think it's bad now (it really isn't), it was worse before 1998.

Your post is rather presumptive. You accuse the IRS of lying. Of providing false information (yeah, yeah, we know, you call the IRS and you get different answers--part of that is the sheer complexity of the code and part of that is people calling the IRS and saying different things each time they call trying to get a different answer) or misinterpreting laws (again, blame congress on 39,000 pages of codes and regulations).

Because it is a federal agency, the IRS is required only to comply with federal laws and with the U.S. Constitution. It cannot be required to comply with anything else. Only the Congress of the United States of America can impose a code of ethics on the IRS. No one else can do so. Even the President cannot.

one would think this would be possible but it is not
IRS preceeds many statements with the disclaimer that this information is not official guideline,
ie. on the Webinars that are generated by IRS, the disclaimer clearly states this is not official guideline
and if you are skeptical of my statement just sign up for the next webinar, or check any of them on the archived videos

What the hell are you talking about? It would be super helpful if you gave even one example of an illegal or unethical practice you are referring to.
