his tail is drooping and he can't jump but otherwise everythingss normal

A drooping tail could also be the sign of a more common (and much less worrisome) issue: Swimmer's Tail: http://www.woodhavenlabs.com/coldtail.html

"Limber tail syndrome and "cold water tail" while known to those who work with hunting dogs, may not be familiar to veterinarians. It is most often seen in working breeds like English Pointers, English Setters, Foxhounds, Beagles, and Labrador Retrievers. Ages of affected dogs range from 0.5-9 years old. In English Pointers the most frequent age of onset is reported to be 2 years old."

But, yes, back issues happen. But, like people, they are usually painful so everything else would not appear normal, in most cases. But - not a vet, so if you have concerns - go!

yes your dog could have a spinal cord injury take him to the vet and get him checked out
