Creating a strategic action plan for online class that will promote better teamwork in a cohort model class?

i need a strategic plan that develop a “strategic action plan” that will influence better collaboration both face-to-face and online between college students in a cohort-model classroom environment much like your own. The “strategic action plan” must introduce ideas (best practices) that would:

• empower students to become team players in the cohort model
• promote inclusion rather than exclusion
• create a plan to facilitate and celebrate individual and team achievements
• compel each student to complete their work in a timely manner (peer to peer accountability)
• influence students to focus on measurable goals and achievements
• create and list peer to peer “rules of engagement during conflict”
• create an environment that fosters a spirit of “we” rather than “me”
