Filing a motion to reopen traffic case in Connecticut?

I just found out that my license is currently suspended. When I was 16 I had been pulled over for driving intoxicated friends home. I was the only sober one around and I asked everyone i knew that was sober to do it. I was driving on a well-lit road at around 10:30 p.m and had forgot to turn the headlights on. I was pulled over for suspicious activity and then fined for driving without a license and failure to use headlights. My mother had told me the ticket was paid on time and that everything was all set. It wasn't until I received a letter in the mail that my license was suspended that i realized she had not actually payed the fine. I then started working and payed $310 that the ticket was raised to a few months later and was not aware of the suspension because the letter i received had not clarified that and the Connecticut DMV as well as the Danielson Superior Courthouse had not clarified either when I asked if i was all set to pay the restitution fee in order to unsuspend my license. They made it clear that i was ready to start the procedures to get a valid driver's license. Now I am told that my license is suspended for a year unless I file a motion to re-open the case and explain what had happened. I am 18 now and I live in Connecticut. How would I go about re-opening the case? I have not had any success with receiving information from the Superior Court or the DMV. How do I file? What documents and information do I need? I cannot find the original ticket as it was almost 2 years ago, I do have the docket number and ticket infractions. Will it be possible that the judge allows me to reinstate my license before a year? I must also add that the friends I had drove home came to my house as I was in bed that night and woke me up to ask me. I have also since moved out of that environment and removed myself from those kind of people. I have been working very hard saving for a car so that I can start college in the fall and be able to commute. Is there anything I need to to do help my case?
