Here is the letter sent by Dr.John Brown

Attention Visitor: We heartily congratulate you for a successful performance in the immigration interview. Pursuant to Canada Immigration laws, a foreign national may not engage in employment in Canada unless authorized to do so under Canada Immigration law. In many but not all instances, a Work Permit is required and will only be issued by a Canada Immigration officer after Human Resources Development Canada("HRDC") approves the employment offer of a prospective Canada employer to a foreign national.

HRDC considers whether the prospective employer has made reasonable efforts to hire a Canadian for the employment opening and whether or not the wages and working conditions of the employment offered are sufficient to attract and retain a Canadian in the employment. HRDC can also consider other elements that might indicate a benefit for Canada and Canada employmen t-seekers.

In most instances, once HRDC has approved an employment offer, it sends the approval to Canada Immigration officials and the foreign national will be contacted by the Canada Immigration office. He/she may be asked to go to an Immigration interview

and/or to undergo an Immigration medical examination at his/her own expense. Canada Immigration officers must examine whether a person is entering the labour market, rather than just applying the test of whether the foreign national intends to engage in an activity for which he/she might reasonably be expected to receive valuable consideration. If the foreign national meets all Canada Immigration requirements and

has all of the necessary Canada Immigration documents, he/she will receive an Immigration Work Permit.

The Immigration Work Permit will state that the foreign national can work in a specific employment capacity for a specific period of time for a specific employer. An Immigration Work Permit will NOT be issued to a foreign national to come to Canada to look for employment.

Now that we have received your employment letter from the Hotel Director and your application for VISA and working permit in Canada. To get the application forms, download the attachment using Acrobat Reader, print and fill correctly with block letters and send back to us by email attachment. Again if there is anybody accompanies you to Canada, please state it in the work permit application form and fill the person name correctly as well with block letters. Please return the forms with a processing fee of US$228 for applicant applying for WORK PERMIT and VISA in Canada. This processing fee cover's both the work permit fee(US$106) and the VISA Application fee(US$122).

Thank you for your query to AllExperts.com.

This is ABSOLUTELY a scam/fraud, and you should not send this criminal any money.  Among other things, the Canadian government would not be asking you to make a money order payable to an "accountant in office" - you would be asked to make any payments payable to the Receiver General of Canada.

Fortunately, this criminal has provided you with his name(Marlin Johnson) as money orders and cheques have to be payable to him personally so that he can cash them.  This makes it very easy for police to apprehend the criminal, if they believe there is sufficient evidence to do so.  I have made contact with the police about this, and I will await their further instructions, as they may wish to speak with you directly.
