Help with allocating a drive letter to my external hard drive please.?

Hi, I'm trying to allocate a drive letter to my external hard drive, it was on H and then just stopped working a couple of days ago. I entered disk management to allocate a drive but it says disk 3 is unreadable and unknown. I can't right click and get an option to change the drive, the only options available upon right clicking the hard drive in disk management are properties. Can you help me pleases.

In Disk Management delete all partitions on your external disk, then recreate the partition and format it with a new drive letter.

You will lose all data on that disk and be careful that you do not touch any of the partitions on your internal hard drive.
