How can I pull over a cop?

I've gotten tickets for speeding, and it is against CA law to operate a vehicle while talking on a cell phone and I constantly see cops around here doing both. Is there any way I can pull one over and make them have to go to court and pay a fine when I see this going on?

I agree S is only referring to Emergencies. Cops can speed, and run red lights rolling code 3. Not call Wifie to get extra donuts.

Problem Is, You have to Prove it wasn't an emergency. A bad call could get you an interference charge. Unless you had access to their cell phone log, which is difficult, it would be almost impossible ..

I'd just drop it Unless some cop turned in front of you while you were on your bicycle and he had no lights/sirens on. Then. I would call in the car Number, QTH, time, etc, to P. I have had Too Many idiots glued to cells turn in front of me. I yelled at one cop who turned in front of me, he Apologized!

REF: Yelled at Ofr. Southatrd, TPD badge # 40420, 3/26/2010, who was beating my friend, got "interference" charge. Cops Lied in court, judge would Not listen to me. I had no lawyer, I "trusted" the "justice" system. No More.

Really wanna go through that?

Before you get on your high horse, it is best to actually know the law. "This section [Veh C 23123 prohibiting a driver from using a cell phone] does not apply to an emergency services professional [which includes police officers] using a wireless telephone while operating an authorized emergency vehicle . . . in the court and scope of his or her duties." (Veh C 23123(d).) By the way, this works both ways: "This section does not apply to a person using a wireless telephone for emergency purposes, including, but not limited to, an emergency call to a law enforcement agency, health care provider, fire department, or other emergency services agency or entity." (Veh C 23123(c).)

Oh, also people who are not police officers cannot detain anybody for a traffic infraction.

ADD: As the law I quote clearly states, police officers are not limited to using a cell phone in "emergency" situations, but must use it within the scope of their duties. At any rate, if you have the ability to know what conversation a police officer is having, and that the officer is "abusing" this exception, simply by looking at him, you should be looking for employment grander than attorney. (You also might want to learn the meaning of the word "subjectivity.")

you could try but unless you got a pic of the officer breaking the law there's avery high chance you will find yourself on the end of some major criminal charge that you didn't do its best to take a pic and post it on yahoo or youtube and then send a copy to the cops with a complaint but don't tell them who you are or your gona be targeted by every officer around and they WILL make up charges to make your life a living hell and for these idiots who think its ok for a cop to drive while on the phone IT IS NOT THERE BREAKING THE LAW WAKE THE HELL UP

Emergency personnel (not just cops but fire fighters and paramedics) are exempt from cell phone laws.

Police officers are allowed to speed under certain conditions.

Because you don't know these conditions, you can't pull them over.

Cops have all sorts of equipment that they use while driving. They are trained to do so. That's like asking how come cops can handcuff and taser people but I can't. You probably want that cop receiving calls from dispatch when you call 911 for help.

You can't. When on the phone, they are most likely using it for work purposes.
