How does workers compensation work?

I work for a small independently owned business. One of the guys I work with injured his shoulder on the job. He underwent surgery to repair it. The doctor ordered him to off work for 3 months. He claims that our employer has stopped the workers comp benefits after only two months. Can that be done?? the employer deciding when the benefits should end?? Thanks.
