This is a common practice now, and various writers associations think it stinks, as do most writers. It is particularly prevalent for first-time authors--they're usually so delighted to make the sale that they're happy to sign whatever's put in front of them.You might ask for "one time use" rights, and request additional $$$ if they are going to use the story on-line, or later, for example in an anthology.If you do a websearch for "ugly contracts" you may find some interesting stuff. OWAA was extremely concerned about this issue when the contracts offered to short-piece authors started to change, a couple of years ago.

I'm a published author under another name.   I've dealt with publishers several times. As a group, they tend to take advantage of writers and make them sign their lives away--unless you are one of those few hot authors that they will bend over backwords for.   Please let me suggest that read up on the subject before you do anything that you'll regret.   A great web site for authors is:  http://www.authorsguild.org/   When you go there, you'll notice that they plug a book.  I'll include the book as a widget for you in this answer. I agree with NancyE I agree entirely with NancyE's posting in the discussion on this. This is heavy handed bullying by the publisher. Don't be afraid to negotiate.   I would never sign one of these agreements personally. They should be grateful for getting First North American Serial Rights for $200.   If you pick up the latest copy of the Writer's Market or Writer's Digest they have sections where they go into detail about rights.
