If a PERMANENT member of the United Nations?

Security Council falls foul of International Law to an extent whereby the other 4 nations wish to take action by passing a resolution at the United Nations, can the member state of which the sanctions are being sought against use their veto to block the tabled resolution?

Opinions welcomed. Facts and references desired.

Yes, a veto can be placed in that situation. When the UN decided to aid South Korea back in 1951 the Russians were absent that day, they would have vetoed that resolution. It also explains the existence of Israel.

There are 4 founding members plus China. I believe other countries sit on it on a rota basis. They can all use their veto. Hope this helps.

The few 'permanent members' of the security council each have an absolute and unlimited veto. The several other members of the security council have a vote. The councils decisions are by majority vote 'subject to a veto from 1 or more of the permanent members. It's in the 1945 UN Charter. So, yes, a permanent member can veto and block 'any' resolution of the security council even if the other permanent members and everyone else is for it.

No one in the U.N. is going to vote to pass a resolution to condemn the U.S. if that is what you are thinking of. The U.S. can buy off any country.
