What area of the United Nations deals with International Humanitarian Laws?

The General Assembly deal with this and it cover all aspects of Humanitarian affairs, there is also unicef.

Well, it depends on what you mean by "humanitarian law." The UN Security Council would be the one to deal with and/or authorize humanitarian intervention. If you're talking about trying states for human rights violations then it would be the ICJ (International Court of Justice). There is also the ICC (International Criminal Court) that can try individuals for crimes against humanity such as war crimes and genocide (even though the ICC isn't part of the UN).
