I am having to take my neighbor, who lives in the same apartment complex, to court. She is a lunatic, and I highly suspect she or one of her friends will key, or out right destroy something on my vehicle. My landlord is worthless and has not done his job pretty much since I've moved in. I am sending a request via email, asking him to allow us to put up a surveillance camera facing our car/carport area. If he decides to tell us no, does he become responsible for any damages? I live in Utah. Thanks in advance.
P.S. We have contacted local law enforcement and were told that unless we have actual proof (i.e. an unblinking electronic witness) then it is PURELY our word against theirs, REGARDLESS of any leading prior circumstance. That being said, allow me to rephrase: IF our landlord either outright says no or IF he does not reply in a timely fashion what can i do to secure my property? I have considered having my car parked at another residence but am not willing to walk, for nearly 4 months of my remaining tenancy, in the middle of the winter, in either night or day, to retrieve my car. Also, if your reply has no real reflection of legal interpretation, please save yourself the time and skip my question. I'm looking for something that would hold weight in court, not opinion.

As the apartment complex is owned by the landlord or a property management company, the landlord can (but should not) object to your request for installing outside surveillance cameras. However, putting one inside your car is well within your rights. Nowadays they come so small they can be mounted on the rear view mirror or almost anywhere and show the entire interior of the vehicle!

Nope, the landlord has the right to say no to cameras. And I don't blame him. I'm not saying it is fair but can you imagine if everyone wanted a camera what his building would look like?

You can move or wait it out. But he is not responsible for your property. You are.

Yes he can refuse to allow you to affix a camera to his building. And no he is not liable for any damages done by some person. What you can do is put the camera in your car or a window from your apartment if you are able to see your car from there.

Put up your own camera and waste your time & money or park some where else and spend the camera money on a cab. Its only 4 months.

Why even ask, put up the Camera. You can even put it in your Window. No laws against that I am very sure.
