Immigration to Canada from BC (permanent residency)?

I am looking to apply for permanent residency after I graduate. I am wondering if I should take the summer term in university and finish it off or if I have the time to just take the summer off and graduate in December

1) Are new laws going to come in that would make it harder for me to get accepted within the time period of my summer term? Is there a chance there would be a substantial difference in me applying in September or in January of next year? Do they change these laws every year?
2) If there are romours of new laws coming into BC, what are they? Is it possible to apply for a different province's programs then if I live in BC? Do I need to move there and get a job there or something?
3) How do you get in touch with the CIC by phone? These guys dont have waitlists and if the line is busy (they always are) they just say try again later... I have been trying various times for the past couple of weeks with no luck. Any time slot I should try any insider tips?

If by BC you mean British Columbia - BC is already in Canada and you cannot immigrate to Canada FROM BC - that is not logical.

Noone can apply for PR status after they graduate. ALL graduates MUST have a MINIMUM of 12 months work experience in the field of their degree before they are eligible to apply to immigrate.

NO but you wont be accepted within a summer term anyway - processing for PR status takes months - anywhere from 6 to 12 months depending on your country and the category or class you apply in.

BC as in british columbia? BC cannot change immigration laws - immigration is a FEDERAL concern, NOT a provincial concern.

Is it possible to apply for a different province's programs then if I live in BC?
NO once you have immigrated to Canada under one provincial program - you are required to stay there for 3 years before you can move to a different province.

Do I need to move there and get a job there or something?
YES and you have to pay your own money to move and find a house or apartment - the government does NOT give out free housing or free money. This is why you must have settlement funds saved up.

3) How do you get in touch with the CIC by phone?
YOU DONT - they are processing millions of applications every year - they dont have time to deal with you on the phone. There is a call centre which you can call from inside Canada - but they cant tell you any details of how long the process will take.

HUH? CIC has millions of application being processed at all times - so yes there are huge waitlists.
who are you talking about???

WHO exactly is this BC you are talking about?
Please give name, address, phone number and website if they have one.
if they are an immigration agency - then they sound like they are goving out false information.

My understanding is you are enquiring about BC Provincial Nominee Program; if you want to apply for permanent resident status in this program you will have to graduate and after that find work. It won't make much difference if you graduate in summer or winter but you have to graduate first. Read more about this program at the web site listed below. I have not heard of any changes coming up but it's always a good idea to check BC PNP web site regularly because they do make changes quite frequently.
