In Nebraska, is it illegal to Pee in a parking lot?

Recently, a good friend of mine went to the local county fair to watch the races. After the races were over he walked to his truck that was parked in a field, because of all the traffic.. He put himself in the shadows and relieved himself, only to find out a cop watching from nearby. After a ticket for peeing in public, he got in his truck, drove 50 feet and sure enough, got a DUI.. Nice cop..... I'm thinking he broke no law by peeing in the shadows, he was at least trying to be discrete.. Anyone?

Personally I don't see anything wrong with that but if the cop wrote him a ticket then it probably is illegal, especially doing it where someone could see him, obviously he wasn't hidden enough heh
