This makes no sense.
This is an offence, not a criminal offence is definitely not recordable. It will be recorded on your driving licence and not the Police National Computer if convicted.. If what you mean is driving while using a mobile phone.

A CU80 if memory serves is 'Using a hand held mobile phone whilst driving' (under the construction and use - hence CU).

If you plead NOT guilty and the case is proved, it is a criminal offence (as it carries points on your licence as well as a fine) BUT it will be removed in 4 years, and you do not have to declare them after 5 years.

If you received a fixed penalty notice, it doesn't show up as a criminal record. If you were convicted in court it is a criminal conviction and will.
