According to the DOJ (except USMS, because they are competent) and CIA, all would-be applicants and agents are guilty of being liars and criminals. Part of the pre-employment polygraph contains control questions in which you must admit you lie about serious things and stealing from employers or else you are seen as being deceptive or possibly trying to employ countermeasures.
So yes, even our best and brightest are criminals.

Openly all are may look like fresh.. but secretly most of the people in the world are criminal.

On the American edition of "CBN/700 Club" they did a series call "A Nation of Criminals". Pointing out people that were sentenced or fined for crimes you wouldn't even think of as crimes.

Best one; a flower farmer sentenced to TWO YEARS in prison for mis-labeling flower seeds, it was a labeled was a sight variation of the flower he was growing. TWO YEARS!?!?! Felony conviction!??!

Another guy was looking at a huge fine for getting lost and wandering into a "protected wildlife" area. He sued and got the fine reduced to $75. The government spend $1,000,000 to prosecute the case.
