Is it a state law in KY that a landlord can give you a 30 day notice to make you pay for anything?

I live in an apartment complex that recently signed up with a third party utility billing service to take care of electric overages called Conservice. However, I signed my lease last october of 2010 where this service was never mentioned, nor did I sign in agreement to use it. They are charging a $45 fee for this utility service and when I called to tell them that this was not in the lease I signed a year ago, they said it is a state kentucky law that if tenants are given a 30 day notice (even if I didn't sign the notice and this fee is not in my lease I DID sign), that I had to pay it regardless...is this really a KY state law or am I being lied to?

Has your lease ended yet? If you are still in the middle of your lease term, your landlord cannot change anything until your lease is up. If your lease is up, all of its terms still stand, but are subject to change with 30 days notice.

If your lease has ended, they are perfectly within their rights to charge you this. Your options are to agree or move. If you are still in the middle of your lease (which I'm betting ended 10/31/11), then you can tell them you won't be paying this fee until your lease ends.
