Is there any agency system in RPO regardindg passport?

am a law graduat from Dhubri and also I am a partner of a partnership firm which is doing agency business in Dhubri district.I want to know that whether there is any kind of agency systen in Passport Office regarding online registration or passport acceptance on behalf of RPO Guwahati ? This question is arises in my mind because today I have open the website of passport and there I have seen an option relating to Agent Login.Please reply me in this regard.
