Is workers' compensation a fringe benefit?

Not Really. It's something nobody wants to use, but we all pay for it. I wouldn't consider it " fringe " because your employer " HAS TO have it. Fringe I think, may be 401, Dental, etc.
But you only get workman's comp. if you have to be off the job.

No. In most states it is a mandatory requirement for a company that has 1 or more employees. WC would definitely not fall under the category of a voluntary fringe benefit offered by your employer such as health, dental, vision, disability or life insurance.
