So, I just graduated high school and have been home with my dog INSIDE all week, except for leashed walks. He is a small terrier mix, about 6 years of age, only barks when people come up to the door or when the coyotes are howling or a dog pees on our bush on the corner of the property, and is one of the nicest dogs I have ever had. On only one occasion has he bit someone and that is because she walked up with her dog and kicked him, the medical report said it was a superficial scrape on the back oh her ankle, no skin was broken, the lady he "bit" called animal control and had him impounded for 10 days.
My problem is 1: I haven't registered him yet this year, 2: someone called saying that my dog accosted them in the middle of the road yesterday at around 5:48 and there was an injury. I can't give an excuse as to why I have not registered him yet, but I know for certain that he was inside all day yesterday except for the walk we took at 2:30 . Anyhow, the animal control guy came to my door today and told me that my dog bit someone again and said he needs proof of vaccination and registration (I have no idea where the paper work is kept so I could not give it to him) and he started harassing me about how he has left multiple papers telling us to contact him which he hasn't and says my dog belongs on my property not the middle of the street where he usually isn't, said he should just take my dog even if I don't sign his paper, since I am not registered to have it(multiple times) and says I need to adhere to all the leash laws which I do every time I am out with him. The only times he is out without a leash is when the little siblings let him out and I go chasing after him (he doesn't like to come when he is called). One of these times an old lady was driving bye, slammed on her brakes made an illegal u-turn drove into the wrong side of the road and accelerated in my direction and passed through and oncoming lane saying "I almost hit your dog, I just wanted you to know what it felt like to almost get hit bye a car", I had to jump back about 4 feet and she was still within a foot of me when she stopped, so she would have hit me if I hadn't moved (I already filed a police report). Also, my dog was in the yard in front of me when this happened about 10 feet away, no where close to the road. I mention this because I think that it is the same woman who called animal control yesterday because she likes to bug us now.
Also, until recently I was the last one to leave and the first one home always, now i am home all the time since school is out and I have not seen one slip from the county or this officer Hoggs I believe his name is, I can't really read his crappy handwriting. I also check the mail every mail day, and it hasn't been there either. I think my big question is, how do I prove that I was with my dog all day and he has not gotten out. I mean you really can't get evidence that something hasn't happened.
This officer is full of himself and stand offish and he likes to interrupt when you try to explain things, and my people and coping skills aren't the best so I just gave him a weird look told him he would be contacted and closed the door instead of getting irritated and trying to explain myself for the fourth time. I have never had to deal with animal control any other dogs and my mother handled the last case so I don't really know what to do or what can happen.
