Leash Laws in Vermont?

I Live in a small neighborhood that still has alot of Traffic, My neighbor allows her dog to run unleashed around her yard, and he oftens runs into the road, Cashes after the Mail man and other Cars, I am so scared one day he is going to get hit by a car, I am not sure what the Leash Laws in Vermont are, Is her dog allowed to be Unleashed in her yard? Or is she required to have a fence to keep him contained? He often runs in the road and wanders into surrounding peoples yard and Does his Business. Is this something I can report to the police? If so Would they allow me to stay Antonymous I have had problems with her in the past because shes thinks my Motorcycle is to loud...
