What to do about someone who does not leash their dog in Wisconsin?

I know Wisconsin has no law regarding leashes (other than if someone's dog actually does damage), but what if the dog is aggressive and chases other dogs away? I was walking my uncle's dog when suddenly a man let his three dogs out, two were small dogs and the other was a large black lab. I was also walking a black lab and the two immediately began to snarl. The man paid no mind and continued to smoke his cigarette as I nearly fell into traffic trying to pull my dog away.
Is there anything I can report this individual for?

Someone has to "push" for a leash law. You have a good reason to do it. Start with a letter to the Mayor of your city, and the Governor of your state. It's a safety issue, Go for it!!
As for the current problem, Sit your dog, hold your ground, don't run, don't back away, stay calm, and assert your energy. Say "Stop". Whoa" "HEY!" Take control of your energy so you can control the dogs. If you run or back away, then you become weak, and could be considered prey. They will submit to your energy. Stay calm, and confident. No guts, no glory!
Unless you're dealing vicious dogs, forget the pepper spray, If they are just excited, your energy can redirect them.

Wisconsin has a "dog at large" law. Any dog at large that is not under the control of the owner. The owner can be fined. Call animal control and report him for dogs at large.
