New Michigan Teen Driving Laws?

So with the new driving laws for teens we are told that we are not aloud to have more then one passenger under 21 in the car. It also states that the exception to the law is family members. Does this mean that we can have a brother or sister in the car and a not related minor in the car at the same time?
