My mother has worked at a daycare as part time status for the last 4 1/2 years. She doesn't have a record of missing a lot of work and is usually called in to sub for other teachers.

I (her daughter) was having surgery and my mom had a lot of stress going on, so she went to the doctor's office and the doctor agreed she should not be working. The doctor wrote my mother a note to miss 2 weeks of work.

My mother's boss, who is a witch, told my mother that her leave was unacceptable and demoted her to per diem status. My mother went from working 20 hours a week to 7 1/2 hours a week. Can this boss legally demote my mother when she has a doctor's note?

most employees are at will employees

so yes, the boss can cut down a persons hrs

Yes, your mother cannot work for 2 weeks. This is not a one time thing. She could have the same thing happen again so she is unreliable and they don't have to use her as a temp that may or may not be able to work 2 weeks.

They are not obligated to your mother's doctor. The doctor cannot make them do anything by writing notes.

typically yes the can cut your moms hours, however her boss must have a boss i would go over her head and explain to her boss the situation and see if she can get something done about it. its not a guarantee but worth a shot. good luck and best of wishes to your mom
