NYS Roundabout Failure to Yield

Anyone know how I might effectively dispute a failure to yield charge on a traffic circle?

Situation:

I was travelling southbound with a marked municipal Police SUV behind me, approximately 100 yards back. I looked and saw that only one other vehicle was in the roundabout, about 300 yards away and travelling approximately 30 mph. I proceeded into the intersection while the SUV waited for the car to pass and then sped into the circle with lights on to pull me over as I exited the circle. The vehicle in question to which the officer claims I failed to yield, neither had to slow, or change lanes to avoid me and was, from my perspective, never at risk. Upon stopping me, the officer stated "if ANY vehicle is in the circle, you MUST yield". I requested clarification, stating that the purpose of the roundabout was to allow seamless entry/exit withoutdisrtupting the flow of traffic and that the vehicle was nearly halfway around the circle when I entered. He replied that distance doesn't matter and repeated "if ANY vehicle is in the circle, you MUST yield".

Also, the municipal officer was outside his jurisdiction, which I understand doesn't really matter in NYS, but shouldn't he have called an officer whos jurisdiction it was to assist?

Topography:

The southbound entrance requires driver to drive up a slight elevation and turn approximately 20 degrees - this causes what I would considedr a diminished perspective of the situation on the roundabout for any vehicles not immediately entering the roundabout (or close to it).
