Oregon rental laws?

My friend moved in to a house (in Oregon) about 2 years ago and it was in serious disrepair, since then they have painted and fixed things up (and been reimburst), but the carpet was in bad shape when they moved and and over the course of 2 years it has become more worn out. Is there something in the law that states property management teams or landlords need to replace carpet every few years? This is something they want the company to do rather then themselves just incase there is any floor damage done from replacement.
Please only answer if you know anything about Oregon Laws, other state information won't help as it differs from State to State.

Oregon rental laws?

Are there any laws about replacing carpet? I have lived in a place for over 4 years, when we moved in the carpet was pretty messed up so we cleaned them ourselves. There has been normal wear and tear over the years, is it possible they could charge us for new carpet or will they have to replace?
