Police cannot plant drugs on people its illegal if they do they the police will goto jail asap?

Yes they do plant drugs, and without video evidence there is no way to prove it

They do it and they get away with it.. Welcome to the new Nazi Germany!!!! almost all cops are drug Dealers... Paid by the Federal Government to get our kids in the system wile they are young!!

No, they do not plant drugs on people. Yes that would be illegal. Yes, they would be arrested for that. No, your brother would not have been in jail for smoking a cigarette. It takes a lot more to arrest somebody for burglary than just the fact that they were wearing the same color hat as the suspect. So basically you're upset because the police stopped and talked to your brother, with no harm done...... Get a life.
