Property Management Company not caring for property--recourse?

We bought our townhome in 2002 and really haven't had any problems with property management. This past year they've gone completely downhill. We don't have grass anymore, it's all dead (the sprinklers haven't turned on once this year). The flowers/roses/bushes we had circling the pool and in the common areas have been hacked down. Half the lamps/lights in the complex don't work. I never see the gardeners anymore (they used to come weekly). The complex right next door to ours has the same property management company but it still looks beautiful while ours is brown and dead. I pay my dues ($170) monthly but my yard/common areas look like hell. Is there any recourse for us? Anything we can do? No one at the management company returns calls--but they sure send you a "nasty gram" if you're a day late in payment! HELP!
