Your recourse is outlined in your CC&R's. There will be a method by which you must first bring a complaint to the HOA eitehr on your own on as a group issue. Once you understand the process you can bring a request for action, a complaint for the loss of value to your property, a demand for an accounting, and so on...
Once the HOA has acted on the matter or if it fails to act, you can decide if you can bring suit. At that point you need to get a lawyer on board since you are, in part, suing yourself and need to do it right.
