Question regarding landlord laws and refunding your security deposit?

I read online that a landlord has 21 days to refund your security deposit in the state of California? Is this true? And if so, what can I do if it has taken longer?

If you take them to small claims they can award you double the amount and good luck on trying to collect most never see their security deposit again in some states it take two years to have your case heard

HI,I also heard about it and I want to confirm that "how we can get back our security deposit from the landlord ? "
Actually I hired a house for living but the law and order situation was not so good in that area.I installed some security alarms and cctv security system for the outdoor security but I was not satisfied , that's why I had to leave.but I have an agreement of one year with my landlord and i just lived 2 month here.
so what I should ?
