Question reguarding 2003 accident?

i was in an accident where i made an unsafe right turn resulting in an accident.my insurance company paid the entire bill to the other guy's insurance for damages to his car.at the time of the accident the investigating officer Clearly stated that if all is resolved i would not have to go to court,the ticket would be dropped.
btw for what it is worth,i reside in the state of texas.
8 years later...just today i got a letter in the mail from a law firm from out of town, representing the city municipal office for traffic fines,stating an unpaid fine stands in the amount of 126.00

i have no other situations outstanding at this time.but need to get some advice on why i am told one thing and then another.i went ahead and paid the fine anyway.

The investigator lied to you. When you are at fault in an automobile accident, it is up to the officer to issue a ticket (most of the time they will). You must plead guilty, not guilty, or nolo contender (basically pay the fine or have a jury trial).
The insurance will cover the amount of damage but not any criminal charges against you (a class c traffic ticket is a criminal charge). You should have contacted the agency that issued the ticket. They have 2 years to issue a warrant for a class c charge. If they do not issue the warrant in 2 years then the statue of limitations run out. If they have then the warrant will last forever.
CODE OF CRIMINAL PROCEDURE
CHAPTER 12. LIMITATION
Art. 12.02. MISDEMEANORS. (a) An indictment or information for any Class A or Class B misdemeanor may be presented within two years from the date of the commission of the offense, and not afterward.
(b) A complaint or information for any Class C misdemeanor may be presented within two years from the date of the commission of the offense, and not afterward.
