Vacation Home Rental Laws on Rental Occupancy?

Municipal Code, Section 17.77.030.C states that "The use of a dwelling for vacation rental occupancy shall not exceed one individual tenancy within 14 consecutive calendar days."

What is the reasoning behind this law? Why can I not rent to another tenant immediately (or a couple days after cleaning the home) after the previous tenant?
