What is an ethical time to wait to use subpoenas on pension information in a dissolution of marriage?

If you are a family law attorney. My mother has been going through a divorce since 2008 with no complex assets, the house was lost to foreclosure in the middle of 2010. Pension evaluations have not been completed as of today even. I believe that my mothers attorney waited too long to finish the evaluations and have more concrete financial information to reach a global settlement and come to a quicker resolution of the dissolution of marriage and maybe could have prevented the sale of the home. This case is complex, as there is more information to it, but the main issue at hand now is to figure out if since March 2009 til present day is too long to wait to ask for subpoenas, as opposing party for her ex-husband has barely suggested it in some correspondence.

You haven't provided enough information to give an intelligent answer. I'm not sure there's an intelligent answer possible even with additional information.
