What should I say when I fight this parking ticket?

I attend a community college. I've also paid 36 dollars at the beginning of the semester for a parking pass. I recently got a ticket for "not having my parking permit properly displayed".

Here is the thing, I'm 100% sure that my parking permit was on my DASHBOARD (I didn't stick it to the window). So I'm totally unsure of why he even bothered giving me a ticket.

Here is something I am unsure of, does a parking permit have to be displayed on the window? If so, I find this stupid, because no where does it say it on the college website and they sell these permits for $1 on campus that you leave on your dashboard (you'd have to tape them to the window if you wanted them to stick.

I've already gotten 2 traffic tickets this year and been called in for jury duty, the government is harassing me too much. I swear this is the reason why people think that police are the enemy.

The the ticket says I have to appeal it by mail. What I am asking is what I should say when I appeal the ticket.

Can I ask them to PROVE that I didn't have a parking permit on my dashboard (yes, it was in plain sight)?

I transferred to this college from another college. At my old college, the appeal date was set something like 21 days after the citation date, but it would take up to 4 months for them to mail something to my house. Obviously they do this so you can't appeal it, but is there some way I can appeal it if they do that here?

Parking rules, including rules for the display of the pass, are unique to your school. They are not universal. Do the research yourself.

Ask the judge if they have an oath to the Constitution and say that you are a natural citizen and admiralty law does not apply to you. There is much more you need to do but about 8 hours of research on admiralty law, social security and the US government going bankrupt in the 1930s and you will know what to do.

There really isn't anything to fight. They aren't required to look on people's dashboards. A parking permit decal is a decal for a reason..it sticks, that is the purpose of it. But if you want to fight it, just say what you said, that it was on your dashboard.

If you have some paperwork about the issuance date of the parking permit bring that to the judge and a witness too who will say it was on the window. Chances are you will have a good chance of beating it.

They don't have to prove it wasn't there, you have to prove it was.
