Hello Stiffy.....do you really reside in the U.S. or still living in the U.S.A?

It seems that you know a lot far more better than us Filipinos who used to stay here since birth.

Anyway to answer your question: What would happen if a foreigner refused to give a police officer a bribe at traffic stop in Philippines.

Well to correct you for that .......Filipino police officer will not take any violation at a ''traffic stop.''
Filipino people usually stops at ''traffic''.

If you violated the traffic laws here you are oblige to pay a fine or surrender your drivers license.

But, if you just wanted to cover up for your disobedience and pay a bribe .......it's all
up to you.

AND:

If you refused...............just be ready to end up at police station.

Not sure what would happen. It would go before a judge most likely and it would be up to him to decide. Some cops do that but it isn't so much racism as it is profiling. it's nothing really against you. Cops that do that are just playing the odds and the perception is that foriegners have lots of money. Does that make it right? No... However, I wouldn't call it racism.

I'm a beggar, and I am being fined whenever - wherever I parked my "kariton" cart containing my clothes. These crocodiles will fine you for whatever reasons.

But, there are good cops too. One must not forget that, someone who would sacrifice their dear life to implement the law. Fernando Poe Jr. is one of them.

The government would be much better off in just charging more for visas so traffic tickets would not be needed for those foreigners who wish to drive while there.

In all fairness I have to say that I am an American expat who has lived in Cebu for 8 years and have never ever been the victim of rudeness, bribe or unfair treatment by any of the police officers here (not even at a traffic stop or check point).

I have even had (thank you gift) returned to me with a "thank you but we cannot accept the gift" even I was thankful for the help they gave to me they would not accept it.

I think foreigners have a tendency to do exactly what we accuse the Filipino of doing (Listening to the gossip of a friend or neighbor and believing it).....

Example: how many times do we hear a Filipino or an Expat say something like this:

"Oh no, I know it for a fact! My neighbor told me that he has a friend who has a sister who has a friend that has an aunt who lives next door to a guy who has a sister who is married to the cousin of the best friend of the Police Chief and that's what they told me"

I am amazed at the western tourist or ex-pat living in the PI who give into this. Once, and only once a Filipino Friend was pulled over by a cop who saw me in the front seat. He came up with a bulldust charge and went to write a ticket to my Friend. I got out and told the cop I personally was now dropping my plans for the day and going straight to City Hall to make as much noise as possible about his underhanded ways. You see, they only get away with it if you do NOT complain. Tell them you are going to bust a gut screaming at HIS bosses about it and you are on your way in no time. --as long as you are in the right of course. If it is trumped up, don't give in. Tell the cop you will scream his name long and loud and he will back down. The corrupt survive--quietly-- they don't like the victim to make a fuss and nor do his superiors. Try it, face the corrupt cop down, and I guarantee you that against the word of a foreigner who is resolute, he will go to water.
