You know how the Filipino police, as greedy as they are, like to target foreigners during traffic stops in order to get a quick 1-2k pesos. What would happen if they foreigner refused to pay and the Filipino cop said then I will write them a ticket (even though it is obvious that the foreigner didn't break the law)? Would the foreigner loose? Is this a clear example of Filipino racism towards foreigners or is it just racism when things like that happen to Filipinos by white police in the USA?

99% chance the police will persuade he foreigner to make the bribe, because the traffic patrols won't know how to deal with the situation. in legality issues, the foreigner will be given a ticket, same as how local filipinos are dealt with, and if in case the foreigner didn't pay his violation fines, he or she wont be able to renew his or her driving license again in this country

If a foreigner(like you I suppose)refuse to give a police officer a bribe at traffic stop in the Philippines, that to me would be the first. Because I believe some foreigner(s) if not all give bribe to police officers just to avoid inconveniency. And that to me is like a song "shot to the heart, its all insane,you give love a bad name". Some foreigners are the one giving the Philippines police force a BAD NAME. Attitude like this is the one that makes cops corrupt. For myself, if I'm arrested in traffic because of violation I pay the fine why slip money over the officers,they are just doing their job.

i would disagree on the bribe amount, as maybe only a 500Php contribution would be sufficient to avoid a ticket. in the alternative, a ticket is issued, the person would have to pay the fine, maybe go downtown to the police station to do so, which could cost 200-200Php for a taxi, plus waste half a day on this hassle.. plus you now have a driving 'record' which could be more severe in the future if the philippines police and customs becomes computerized, you may have to pay old tickets, fees and additional fines from unpaid tickets when you want to get exit, entry visa in or out of the county..

... from this viewpoint a small 500Php contribution can be considered a kind warning to the driver, that avoids a much more costly hassle of issuing a ticket.

personally, I don't think this particular case can be attributed to Racism. I think this is a common phenomenon called Corruption and Mulcting, here we call it " Kotong ". Relentless effort to minimized if not to totally eradicate is a continuing program of the Government and the Philippine National Police. If this incident really happen to you I encourage you to report it to the nearest Police Station have it docketed on their Log Book or call 117 and report the incident, you are helping other foreigners would be victims and you're also helping the Philippine National Police on its crusade against Mulcting Cops.Remember the saying, " For the Evil to Triump its just enough for good men to do nothing "

You need to get over your persecution complex. It is just as likely for corrupt officials in the Philippines to target upper and middle class citizens as foreigners. So your claims of racism in these cases are baloney.

If by your experience, you seem to get targeted more, it's probably because you, as an individual, look more gullible to the cop than those around you--because of you not knowing the language, culture and perhaps wearing that gomer pyle-like expression on your face all day.

if you have a traffic violation or a crime and the police is asking for a bribe, consider yourself lucky.
because if I was that police officer, I would not accept bribery and instant write you a ticket and if would mostly inconvenience you besides paying a fine. If that was a crime, I would instantly book you in and "play the piano" (fingerprints) I am muslim and very strict when following the law. Either if your crime is minimal and let you loose without any notes on your license or write you one depending on how you behaved to a traffic officer.

My brother is the chief of police in Quezon City, note their names and send them to me then i will communicate to my brother.Otherwise, you can refuse if they ask you a bribe and you don't want to ignore them ask them a receipt for whatever eventual act or charge they might issue you, don't forget intervention receipt with the name of the officer i am pretty sure they will stop doing this to you. With that you can go to the police and tell them about the issue, but if you do go, take someone with you as a witness don't go alone if possible a Filipino, it's im shame im not there i'm very good with that, i used to work in the tribunal before so i know how they function and counter act them besides i got a mouth to use. Do that, refuse and i think they said contravention in french and intervention in english.
Take always a witness even a foreigner with papers of course, you have to fight that bad habit never feed their hunger for money everybody works hard to earn money so they have to same as you and me

I refused to pay a bribe when stopped on EDSA. The cop threatened to impound the car. I told him it was a rental from Hertz and he was welcome to it and could deal with them. Then he said he was going to confiscate my drivers license. Just a week earlier the Philippine Supreme Court had ruled that police cannot confiscate a drivers license for a minor traffic violation and I reminded him of this. Eventually he wrote me a ticket. I did not pay the ticket.

Hello Stiffy.....do you really reside in the U.S. or still living in the U.S.A?

It seems that you know a lot far more better than us Filipinos who used to stay here since birth.

Anyway to answer your question: What would happen if a foreigner refused to give a police officer a bribe at traffic stop in Philippines.

Well to correct you for that .......Filipino police officer will not take any violation at a ''traffic stop.''
Filipino people usually stops at ''traffic''.

If you violated the traffic laws here you are oblige to pay a fine or surrender your drivers license.

But, if you just wanted to cover up for your disobedience and pay a bribe .......it's all
up to you.

AND:

If you refused...............just be ready to end up at police station.
