I got pulled by a county sheriffs but when he pulled me he crossed his county line into the next county which was out of his jurisdiction

As long as the violation was observed in their jurisdiction, they can continue into another county if necessary to stop you. It is called "fresh pursuit", or "hot pursuit", depending on the jurisdiction and the circumstances.

If they didn't allow this, everyone could disregard traffic laws anytime they got close to the county line and just rush over the border when they saw police.

Yes. If he was in hot pursuit.

It depends. If it was a hot pursuit, where you were speeding and you crossed jurisdictions, then yes he can. Also, if you were observed committing a crime in one jurisdiction and crossed over to another one, than yes he can.
