Would like help on WI state statue for Worker's compsensation insurance?

I am trying to locate the exact WI state statue that list the requirements for Worker's Compensation Insurance for the self employed.

Sole proprietors that do not have employees, are not required to carry workers comp in WI.

HOWEVER. If someone wants to hire you, and they want you to carry workers comp as a condition of the job, you can't invoke that - they CAN require you to carry workers comp - and general liability. Just because the STATE doesn't make you carry it, doesn't mean that someone you have a business relationship with, can't require it. THEY WILL.
